Qur’an 81:29 At-Takwir, verse 29

وَمَا تَشَآءُونَ إِلَّآ أَن يَشَآءَ ٱللَّهُ رَبُّ ٱلْعَٰلَمِينَ

And you do not will except that Allah wills - Lord of the worlds.
